
Ghana generated $370.6 million in petroleum revenues during the first half of 2025, according to the Ministry of Finance’s Semi-Annual Petroleum Report.
The earnings stemmed primarily from government crude oil liftings ($218.62 million) across the Jubilee, TEN, and Sankofa Gye-Nyame fields, alongside corporate income taxes ($148.75 million) paid by operators including Kosmos Energy, Tullow Oil, and ENI Ghana.
Additional revenue included $863,045 from surface rentals and $2.38 million from returns on the Petroleum Holding Fund (PHF). Ghana’s petroleum savings vehicles also grew, with the Ghana Petroleum Funds holding $1.424 billion collectively.
The Ghana Heritage Fund, designated for future generations, accounted for $1.301 billion, while the Ghana Stabilisation Fund designed to buffer revenue shortfalls held $122.9 million.
The performance reflects stable global oil prices and adherence to the Petroleum Revenue Management Act, managed by the Bank of Ghana. This revenue stream supports fiscal resilience under President Mahama’s administration amid broader economic recovery efforts.
